Closer communication and coordination between ADB and the implementing agencies (IAs) are necessary to ensure timely loan closing. The loan closing took about 21 months. One of the major reasons was that some of the withdrawal application papers submitted by the IAs were incomplete or inconsistent and clarifications or corrections of these took a long time. ADB’s review and clearance on these clarifications was also slow in several cases.

Scope changes can lead to extended implementation delays, especially when review and due diligence on these changes are not organized properly. The project experienced significant implementation delays due to factors which were unforeseen at approval. These changes resulted in reallocation ofthe loan proceeds. The review process including due diligence for these changes took 1 year on average. In fact, the process could have been shortened had the organization of these changes been orderly.

This was demonstrated by the country’s railway development plan and its financial allocations. The national government successfully reached out to private banks for cofinancing, and the provincial governments had a strong buy-in through their smooth implementation of land acquisition and resettlement plan.

Developing the institutional capacity of key project agencies will enhance the sustainability of project outcomes and benefits. The project designed and implemented a comprehensive capacity building component that strengthened the institutional capacity of the executing agency (EA), the Jiuquan municipal government (JMG) in forming strategies for water conservation, resources reuse, traffic management and traffic safety improvement, and desertification risk management. This enhanced the project’s sustainability.

The project’s implementation arrangement was well laid out and all relevant entities fulfilled their responsibilities throughout the project. A project management office (PMO) was set up while the project was still being conceptualized, engaging staff with a high degree of competence and professional knowledge. The PMO director stayed with the project from beginning to end, ensuring strong and efficient support and coordination.

Advance action and procurement readiness are key to the timely startup and implementation of projects. No major issues or problems were identified in procurement planning, processing, and contract management. Good procurement readiness was achieved, with advance procurement realized for one international competitive bidding civil works contract and one consulting firm contract. Actual contract awards in 2013–2015 were about 62% of the total loan amount, which was above the projected 25%.

Obtaining the necessary clearances and permits early on to meet the pertinent safeguards compliances can help in identifying any risk or grievance issues that can potentially delay the execution of project activities. Under the project, some components were substantially delayed due to the prolonged site turnover including the issuance of the appropriate permits, such as coastal land-use certificate, planning and construction permits, and utility lines.

Appropriate formulation of DMF facilitates accurate measurement of project performance and achievements. A clear alignment of data and logical framework on performance targets and indicators conforming to each subproject provides a correct measurement on project’s intended results and overall impact. All impact indicators were focused on Anning, but available data were for either Gansu province or Lanzhou, making it difficult to measure these indicators as required.
