Sound implementation arrangements and commitment and leadership are critical to project success. The project management office (PMO) was institutionalized in the Hunan Education Department (HED), the implementing agency. HED was fully committed to and engaged in project implementation, and with TVET sector development and reform a policy priority of the HED, all 13 TVET institutions were fully responsive to and in good compliance with PMO requirements.

Additional ADB support for safeguard implementation should be anticipated for future projects in which the executing and imoplagencies have no prior experience in ESMS. ADB environmental safeguard support was comprehensive for project preparation but less so for project implementation. This was due to a range of factors, which contributed to reduced guidance for the review of subproject safeguard categorization, draft safeguard documents, and support for the implementing agencies.

Upgrading and retrofitting for energy efficiency improvements during the production process may result in mutual interactions and uncertain impacts, which can cause implementation delays and safety risks. These factors should be noted by future device-upgrading projects in factories; for example, factories should be equipped with more safety and environmental protection personnel, and enough time should be reserved for projects that include upgrading of production processes.

Climate change can negatively impact the performance of solar power plants and this needs to be considered in planning and implementing similar projects. In the past 3 years, due to climate change, the project encountered more cloudy and rainy days than estimated at project appraisal. This has caused less solar direct irradiation, negatively impacting electricity generation. This experience may be useful in planning and implementing future solar projects.

Complex projects are better designed and implemented if there is a clear government sector plan that is fully supported both at the national and provincial levels. This was demonstrated by the country’s railway development plan and its financial allocations. The national government successfully reached out to private banks for cofinancing, and the provincial governments had a strong buy-in through their smooth implementation of land acquisition and resettlement plan.

Developing the institutional capacity of key project agencies will enhance the sustainability of project outcomes and benefits. The project designed and implemented a comprehensive capacity building component that strengthened the institutional capacity of the executing agency (EA), the Jiuquan municipal government (JMG) in forming strategies for water conservation, resources reuse, traffic management and traffic safety improvement, and desertification risk management.
