Support in the form of advanced capacity building activities and provision of equipment is instrumental for scale up and replication of TA activities in any country. The pilot implementation of CAPI-related activities in Lao PDR, Sri Lanka and Viet Nam enabled the three implementing agencies to adopt CAPI in their upcoming surveys and censuses. Furthermore, with rapid advancement in technology and internet connectivity, the possibility of piloting other novel forms of data collection such as web-based, SMS-based and Interactive Voice Response surveys increases.

All TA outputs have been well received by the government. The sector assessments for wine, textile and footwear, conducted under the TA, can be replicated for other sectors of the economy as well. The TA was instrumental for developing and introducing new export insurance products. The model and structure of the innovation strategy developed under the TA, and covering the innovation, science and technology, could be replicated by other government agencies as a template for the strategies in other sectors. The strategy is expected to be approved by the government by the end of 2020.

Kazpost was just one example of many unsuccessful ADB attempts in non-sovereign lending to Kazakhstan state owned enterprises from 2005–2010. The TA team (Central and West Asia Department/ Kazakhstan Resident Mission) and PSOD should have worked more closely in preparing the ensuing loan. Subsequently, enhanced collaboration of PSOD and Central and West Asia Department [was] further established, which resulted in the first loan to a state-owned enterprise, Samruk Energo, in 2017.

Strong demand from CAREC for similar TA projects is confirmed in annual TSCC meetings and there is also potential demand from South Asia Subregional Economic Cooperation (SASEC) countries and other DMCs for similar TA projects which are being discussed in road safety workshops and conferences. The coordination of activities of this TA with relevantinternational development agencies, agencies in CAREC member countries, civil society and other stakeholders to avoid overlapping and to maximize the effectiveness of the project can be replicated in other TA projects.
