The TA achieved its objectives through effective collaboration and coordination between ADB and SASEC countries. Country missions provided opportunities for course corrections when ground truthing revealed some additional risks or incorrect assumptions. Hybrid (online and offline) mode of communication allowed the TA activities to be implemented but at reduced cost.

The risks associated with single-tranche loans can be mitigated through proper management of the loan proceeds and control of the project cost. The ADB loan was featured to have a single tranche disbursement arrangement to address currency mismatch and hedge financial risks arising from foreign borrowing. In the early stage of project implementation, the full amount of the ADB loan ($90.8 million) was disbursed as an advance and exchanged to local currency.

The project’s implementation arrangement was well laid out and all relevant entities fulfilled their responsibilities throughout the project. A project management office (PMO) was set up while the project was still being conceptualized, engaging staff with a high degree of competence and professional knowledge. The PMO director stayed with the project from beginning to end, ensuring strong and efficient support and coordination.

Advance action and procurement readiness are key to the timely startup and implementation of projects. No major issues or problems were identified in procurement planning, processing, and contract management. Good procurement readiness was achieved, with advance procurement realized for one international competitive bidding civil works contract and one consulting firm contract. Actual contract awards in 2013–2015 were about 62% of the total loan amount, which was above the projected 25%.

The risk of delayed LAR was envisaged at project preparation, and mitigation measures were developed and implemented.
