Holding organized workshops with key staff (technical and managerial staff and other staff that would interact with the system) to identify the key features required for a successful transition to a new transmission planning system (or other major software or system change) and review and evaluate the different alternatives will help create buy-in and also result in a quality decision, factoring in the contributions of different team members. The software system chosen through this kind of process will be respected and will have a high likelihood of successful implementation and uptake.

The limited number of highly skilled technical consultants participating in the TA was identified as a risk in the DMF. However, delays were still encountered due to this issue. The DIgSILENT Managing Director’s taking on-site team leadership for the project addressed the problem, but this was because the fourth request for extension was denied. When a limited number of highly skilled technical consultants are participating in a project, there ought to be a risk management plan for the early exit or the unavailability of one of the critical team members.

Consultants’ terms of reference should be based on milestone deliverables (final reports, surveys, workshops/training events, and others) submitted officially to ADB and executing agency/implementing agency, and not time-based contracts. To ensure the quality of milestone deliverables, it is useful to have an effective mechanism established as part of the TA design to ensure a critical review process of the deliverables and require the consultants to rework unsatisfactory deliverables at no or limited additional costs.

Furthermore, before implementing the survey at full-scale, it is necessary to pilot-test the questionnaire and make necessary adjustments based on responses, so as to ensure the robustness of survey design and the usefulness of its implementation results.
