Consultants’ terms of reference should be based on milestone deliverables (final reports, surveys, workshops/training events, and others) submitted officially to ADB and executing agency/implementing agency, and not time-based contracts. To ensure the quality of milestone deliverables, it is useful to have an effective mechanism established as part of the TA design to ensure a critical review process of the deliverables and require the consultants to rework unsatisfactory deliverables at no or limited additional costs.
