Zero changes in project staff and implementation arrangement contribute significantly to smooth project implementation. The key staff of the project management office and implementing agencies remained unchanged throughout the project preparation and implementation periods. This, along with the absence of any scope changes, ensured smooth implementation of the project. The experience can be repeated in future projects through appropriate institutional measures and project implementation arrangements.

Interagency coordination is needed when implementing social and environmental safeguards; in removing electricity poles (electricity utilities); in cutting trees (forest departments); and in land allotment, resettlement housing sites, and cash compensation payments (district administrations).

The project also engaged three individual consultants (hydrologist, hydraulic specialist, and database specialist) to support the newly established Department of Hydrology and River Works and National Flood Forecasting Center.

Executing agency capacity to undertake large and complex irrigation projects can easily be overestimated, and relatively minor issues can delay both startup and/or effectiveness and implementation. In this case, overall implementation was made considerably more complex by the major civil works redesign which impacted procurement and safeguards requirements. Delays in recruiting consultants and getting the Ministry of Economy and Finance to agree to including price revisions in consultants' contract delayed loan effectiveness, in turn startup and implementation.

Signing of loan agreement is essential to achieving project readiness. To avoid possible risk, the executing agency did not start the project implementation, including the detailed design for civil works, until the loan agreement was signed on 6 February 2013. That slowed project implementation progress in the early stage. In the future, ADB needs to convince the counterpart to enhance project readiness.
