Using well-established and reputable industry associations as primary implementing partner for training rather than directly contracted training providers is a strategically sound decision for scaling up sector-specific, job-ready training. The industry associations already had a working knowledge of the skills gaps and needs in their respective industries, which reduced the time needed to develop programs and deliver industry-required skills courses. Job placement was also made easier thus facilitating the attainment of the performance indicators.

An appropriate Implementation arrangement is key to delivering a successful project. The project could have had greater impact if it had the Nanning Education Bureau as implementing agency (IA). Project deliverables could have been more institutionalized and led to the deepening of the technical and vocational education and training (TVET) reform in the Guangxi Zhuang Autonomous Region. The Nanning Development and Reform Commission played an overall coordination role but lacked direct supervision authority over the two TVET schools.

The mobilization of students has been a major factor that contributed to effective capacity utilization and to the success of the program. Mobilization is usually hindered by (i) the perception that skills training is inferior to general upper secondary and tertiary education, and (ii) the view that skills development is a pathway for the academically less-performing students. Subsidized credit when sourced from a grant may be used as an immediate and emergency response to the financing needs of those severely affected by disaster. However, it is not sustainable over time when grant funds are no longer available. It is basically a stop gap measure in an emergency. There are costs to the delivery of financial services that need to be considered in product pricing to help financial institutions sustain their operations and continue serving targeted households. These institutions need to price their loan products to allow for full cost recovery.

The program did not give sufficient emphasis to ethnicity and included no specific ethnicity expertise even though ethnic students were the main project beneficiaries. A detailed analysis of different ethnic minority areas would have yielded a fuller understanding of the factors influencing education choices and outcomes. Inclusion of specialistsin the program team could have deepened the analysis in EGP, strengthened the engagement of ethnic groups, and likely strengthened outcomes for ethnic communities
