The design of a TA activity should include a focus on the steps necessary for planned outputs to fully lead to the expected outcomes, including a basic level of sustainability. The design of this TA included multiple outputs that were necessary for achieving the outcomes (e.g., the production of guidelines, reports), but did not fully address the necessary steps for implementation and institutionalization of the use of the forest seed site registry.

When designing a DMF for a TA activity, it is important to provide as much specificity as possible relating to the definition of terms or conditions applied in indicators. In the DMF, the main outcome indicator was related to the implementation of the forest seed stand registry, but the indicator did not adequately define the conditions of success. The DMF could have specified and provided detailed conditions defining what implementation of the registry actually meant in concrete terms.

TA activities that include the development and deployment of training curricula should include measures to ensure that training modules are institutionalized before TA completion to support long-term sustainability. Output 3 focused on the capacity development of forestry professionals in forest seed stand management, and the TA succeeded in training almost 200 individuals. The TA design did not include plans to institutionalize these training modules for further use and replication.

TA actions that depend on national stakeholder institutional capacity for the achievement and long-term sustainability of TA results should critically assess institutional risks at design stage. The identified two or three risks in the TA Report DMF did not relate to institutional or capacity risks for the achievement and sustainability of the outcome. Fortunately, institutional risks did not constrain the achievement of the TA outcome, although its longer-term sustainability remains uncertain and is dependent on additional investment.

The improvements in the design were only done for subproject 2, while the overall DMF of the cluster RETA was left unchanged. This resulted in a disconnect and unclear results chain links between subproject 2’s narrowed focus and the cluster RETA’s outcome and outputs at appraisal. In a TA cluster, any changes in the subprojects require a revisit of the cluster TA’s DMF. The timely and critical review of preceding subproject(s) of a cluster TA project helped in ensuring that emerging issues and needs from stakeholders are addressed appropriately within the cluster TA project’s timeframe.
