ADB safeguard policy requirement of paying affected persons before construction should be incorporated in project land acquisition and resettlement plans (LARPs) to ensure its implementation. This is especially important for the disbursement of small amounts. ADB projects teams should also learn from good practices in implementing ADB safeguard policies in other projects in Pakistan that involve multiple agencies—both federal and provincial.

Timely completion of projects requires careful consideration in the project implementation timelines of all factors that could hinder work progress; where these factors cannot be anticipated, timely adjustments and response measures should be undertaken. This project suffered from several challenges like (i) design reviews due to unforeseen soil strata, (ii) security constraints, (iii) lack of skilled labor, (iv) difficult terrain in one road section, and (v) unprecedented rain fall in the project area, etc. some of which are common to infrastructure projects.

Lack of continuity in the staff of key project agencies could lead to chronic implementation delays. Procurement of works and recruitment of consultants followed due process and were completed; albeit with delays. Although NHA has carried out procurement for multiple MDB-financed projects; a lack of continuity of key staff at its Procurement and Contract Administration posed challenges for each procurement and this project was no exception. Procurement consultant support is a regular feature provided by ADB.

Strong community support is better assured through collaboration with local groups. Even in baghs (subdistricts) where shelters were not constructed, community support was strong because of the BNGs established by the project. Community ties nurtured through the BNGs have resulted in knowledge exchange, responsibility-sharing among the herders, and efficient use of BNG revolving funds and disaster risk reduction equipment and tools. BNGs organized various activities that benefited the whole community, such as road repairs and fence-building new fences.

Small-scale infrastructure can have an added value. The construction of livestock shelters and wells increased agricultural production and reduced livestock losses for many households. The results of this activity inspired other BNGs to build disaster-resilient infrastructure using their own resources. During the project completion review fieldwork missions, local residents expressed gratitude and gave positive feedback on the benefits they received.

To improve the project’s environmental performance, the design should ensure (a) early mobilization of environment specialists and consultants; and (b) clarity on safeguards requirements among the project staff, consultants, and contractors from commencement to closure. Some subproject works commenced without the required ADB-cleared initial environmental examination (IEE) reports, in response to which, a corrective action plan was agreed between ADB and the executing agency.

Independent technical studies are useful in addressing project-related grievances. The executing agency, in collaboration with ADB, determined that specific studies, including noise and vibration studies, had to be completed before proposing solutions to address the concerns of the complainants. While the proposed RAP was not accepted by the complainants, the technical studies proved useful in establishing the deficiencies of the IEE and could be built upon in addressing issues of similar nature.

Projects require an in-depth assessment of ownership and use of land. Procurement for the Butwal auto village subprojects (AVS) was severely delayed by land ownership issues. The automobile enterprises were located on land leased from the municipality intended only for establishment of automobile enterprises, but the entrepreneurs used the land for business and residential purposes. These entrepreneurs were skeptical that their existing land uses could continue if they entered into a public-private partnership agreement, and thus protested the AVS.

Projects should provide room for any kind of response from affected people, businesses, and other entities. The risk of delayed LAR was envisaged at project preparation, and mitigation measures were developed and implemented. Still, unexpected requests or demands were raised by project-affected people and businesses, leading to 51 complaints filed on issues such as compensation standards, physical quantity of demolition, and compensation amount.

The TCR lesson is not clearly articulated as a lesson. Some reflections on the causes that lead to a typical TA project to be TRTA would have been interesting lesson to reflect. In finalizing this validation report, the NRM rephrased the lesson and provided additional information: ADB’s flexibility to reclassify TAs was an important measure to adjust project design to changed circumstances without sacrificing the resources allocated for the TA.

Suggested lesson: Approval of the proposed establishment of a center (the project outcome) was given first immediately before the project closure. Limited support from the government constrained the approval of the proposal to establish the KKC-IWRM. Hence, the staff faced increasing pressure to have it approved before the project closed. Nonetheless, the approval came on 17 September 2019, just before the project closure.
