In the participating South Asia DMCs, the TA accommodated the in-country project management protocols and, thus, enjoyed full support from the respective partner national focal agencies, including inputs from expert-level working groups and guidance from project steering committees.

The TA required close supervision from ADB to ensure smooth cooperation between the executing agency and the consultants. It is also important for ADB to promptly make necessary changes to the consulting team. DIgSILENT GmbH’s team leaders were replaced twice. The first team leader resigned from the company due to his dependent’s illness. The second team leader was replaced by the firm’s Managing Director due to the increasing complexity towards the last phase of the TA.

Even though the staff member managing this TA changed twice due to staff movements and workload reallocations, the consultants were able to complete their work within the project time frame. Final reports—the quality of which satisfied the government—were submitted before the originally scheduled completion date. These demonstrated the value of proper handover and the importance of regular and close coordination with government counterparts and key stakeholders to ensure a smooth transition, with minimal disruptions, if any, to TA activities”.

The selection and use of individual consultants with specific skills allowed to timely achieve some of the planned outputs. The previously developed Terms of References (TORs) for the industrial economist and innovation expert were, however, challenging. As it was evident during the implementation, the requirements for industrial economist included a broad range of skills and requirements in specific sectors, which could not have been achieved without recruitment of resource persons with narrow skills.
