Taking into account foreign exchange risk during TA design stage is important. Also, devising appropriate risk mitigating strategies or mechanism to address foreign exchange rate volatility is useful. This strategy could include the use of a currency conversion mechanism where donor funds are converted upon receipt into either one specific currency that is to be the primary use currency (e.g., USD), or a balanced mix of currencies (as used by the World Bank) are held so that the project funds are not so susceptible to the fluctuations of any one currency during project implementation.

Accessing additional professional and technical resources was helpful in contributing to the success of the TA. In particular, the involvement of technical experts from the WCO enhanced the provision of technical support and enabled the TA to develop methodologies (TRS, JCC). In addition, the use of Japanese resource persons enabled the TA to draw on country practices in customs modernization and visibility improvement. These lessons could be relevant to other JFPR-funded TA projects as well.

Workshops, training, and seminars, which were not conducted under the TA (except the inception workshop), are effective avenues to fostering networks involving enterprises, industry associations, design institutes, equipment suppliers, energy service companies, third-party auditors, commercial banks, etc. By bringing together relevant industry stakeholders, such networks can effectively facilitate the identification, initiation, development, and implementation of energy efficiency improvement and emission reduction projects on the ground.

Partnership with United Kingdom’s Department for International Development (DFID) helped extensively to supplement the efforts in related activities under RETA 8619 and expand the capacity development on Bangladesh and Nepal. The cluster TA funded travel-related expenses of participants from Bangladesh and Nepal on the SASEC Cross-border Power Trade Development Study Tour held in Nord Pool Spot, Oslo, Norway, while RETA 8619 funded those of participants from other SASEC member countries.
