The executing agency is responsible only for the construction, installation, and commissioning of transmission assets, as required by the National Dispatch Center, while the utilization of assets is the responsibility of the National Dispatch Center. Strong government ownership is critical to achieving results. The Cabinet of Ministers, the and other project agencies had to coordinate closely among themselves to ensure that changes in law, decrees, regulatory changes, and board resolutions were implemented in a timely manner. If any intermediate step had been delayed, this would have resulted in a knock-on effect on other outcomes and resulted in delays in the project timetable. The Ministry of Finance negotiated concurrently for budget support from several development partners.

Awareness-raising and capacity building on the safe and efficient use of electricity, and skills training in energy facilities, have several important benefits. In Madhya Pradesh, industrial and high-voltage power consumers cross-subsidize the cost of supply so that agricultural and domestic consumers pay less. To ensure this benefit and make people aware of the safety hazards on the misuse of the high voltage transmission and distribution systems, an extensive public awareness campaign was undertaken. People were also trained in the use of facilities.

Continued engagement with the same agencies strengthens collaboration and facilitates the attainment of project results. ADB has had a long history of engaging key agencies in India's power sector. Nine ADB loans, including two funded by multitranche financing facilities, provided the distribution companies (DISCOMs) with extensive experience that helped with this project's smooth implementation and better use of loan funds.

The country engagement framework (CEF) worked effectively for the CARES program and may be used for continued engagement and dialogue with the government on post-CARES follow-on work. Dialogue with key stakeholders from the private sector and civil society played an invaluable role in: (i) providing government with firsthand accounts of the challenges faced by the sectors from the evolving conditions under the pandemic; and (ii) establishing a direct feedback loop to the government on how policies were translating on the ground. The dialogue was consistent with ADB’s CEF in Cambodia.

The urgency of the lending produced outcomes that, while unavoidable, are nevertheless instructive. For example, target setting was difficult because the contours of the pandemic were fluid. Liaising with the government was also challenging. The timeline for initial response was tight, and ADB worked with a small number of government teams in the interest of speed. This concentrated approach to planning was complicated by the pandemic affecting government officials’ health and well-being personally.

The requirement for counterpart funding to finance land acquisition and resettlement (LAR) should be clearly communicated to government counterparts during project preparation. Due to delayed and inadequate counterpart funds, particularly to support LAR, works were begun in several subprojects even before compensation payments were completed. This comprised noncompliance to ADB safeguards and caused the suspension of works in pertinent subprojects.

Close collaboration between key government agencies and the local community enables adequate operation and maintenance (O&M) of project facilities through community-based activities. Sanitasi Berbasis Masyarakat (community-based sanitation), being one of the national programs implemented by the water supply and environmental sanitation working group established by Indonesia’s National Development Planning Agency in 2013, made it easier for the project to mobilize the communities to participate during the design and implementation stages.

The program has helped strengthen ADB’s role as a trusted partner and created a positive experience for the government to strengthen its relations with development partners. The loan provided international funds that have helped address the government’s objective to reduce borrowing in the domestic market and have helped ensure liquidity in Thailand’s private sector. The program’s accompanying technical assistance provided the government with value-added policy dialogue and technical assistance to help address the government’s knowledge needs as they evolved through the crisis.
