The flexibility of EAL allows the design and monitoring framework (DMF) to be enhanced during implementation. This was not fully maximized in this project. Other than adding project outputs under the additional financing, outcome indicators remained to have attribution issues. Outcome indicators for improved transport infrastructures could have helped provide data to calculate EIRR at completion (para. 13). Quality review, including interdepartmental review at appraisal, can provide guidance in this regard.

The facility’s flexibility allowed the use of savings from one tranche to fund investments from another tranche. The installation and supply of ventilators within tranche 5 was canceled in the metro project as the increase in costs surpassed the initially allocated loan funds. Savings from tranche 1 from the cancellation of other subprojects were used to fund the investment in ventilators from the metro project.

The national election in 2012 resulted in a change in the ruling party and the subsequent appointment of new directors and staff in the implementing agency. To help deal with the complexities of land acquisition and meet ADB’s safeguard requirement of payment before construction, linear greenfield projects such as M–4 should benefit from good practices learned in other projects involving multiple federal and provincial agencies in the land acquisition process. Future project designs could consider a pragmatic approach to the complexities of land acquisition and payment of compensation at the early stages of land acquisition, specifically at the time the executing agency is issued the notice to proceed.
