Strengthening social protection payment delivery systems can promote broader financial inclusion goals, allowing poor and vulnerable populations to save, borrow, and better plan consumption and investment decisions. In this way, social protection can be an effective tool not just to reduce poverty and build resilience, but also to promote economic empowerment and social inclusion. This requires expanding IT solutions, digital payment options, and financial literacy training for program beneficiaries.

Monitoring and evaluation is crucial to continually improving program design. ADB has provided valuable support to impact evaluations of the Philippines' CCT program since 2010. These have helped identify progress as well as challenges requiring attention. For example, the lack of impact on children’s immunization rates requires revisiting the health conditionalities for all CCT beneficiary children. Similarly, reported school attendance rates remain high without necessarily being affected by the program.

Enforcement of CCT program conditionalities should be continuously reviewed and improved. Enforcement of health conditionalities under the Philippines' CCT program is hampered by low registration of new births and compounded by manual data collection procedures for compliance verification. The executing agency may need to review program conditions so that the checklist of conditions includes reporting all births and submitting data for all children in the household.

Enhancement of conditional cash transfer programs (CCTs) needs continuing innovation. ADB-supported innovations have also helped strengthen the Philippines’ CCT. The digitally supported Pantawid Pamilya Information System, compliance verification, and grievance redress mechanism brought the program well within reach of the beneficiaries. Additionally, ADB’s continued support to the proxy means test models used for identifying beneficiaries and impact evaluation has ensured a data-driven approach to measuring progress and informing program implementation.

The One ADB approach is effective in delivering in timely crisis response. A contributing factor to the timely delivery of COVID-19 assistance and support is the One ADB approach in program processing, especially the strong role of the resident mission. With all the relevant departments working as contributors and partners, this approach broke down barriers and improved communications, resulting in faster turnaround and higher-quality outputs. The resident mission played a critical role in the preparation of the program, policy dialogue, and the eventual implementation of the program.

It would be best for ADB to review all subprojects classified as category B for the environment in all future financial intermediation loans. The ESMS criteria defining the number and types of subprojects to be reviewed by ADB resulted in the submission of only 11 sample subprojects and one IEE to ADB for review. The criteria were originally designed to balance the need for an adequate ADB review and guidance with the practical need to avoid reviewing a very large number of subprojects.

It is important for future projects to exhaust options to finance a certified institute to prepare IEEs. The project management office's initiative to use a project implementation consultant to prepare the IEEs for category B subprojects was a pragmatic solution to fulfill ESMS requirements and reduce the financial burden on subborrowers. Nonetheless, this approach may have contributed to the suboptimal quality of the IEEs and added to the consultant’s intended key roles, i.e., project oversight, training, monitoring, and reporting.

Improved implementation of the ESMS would require complete documentation of the steps being followed and strengthening of linkages with other ADB safeguard measures. Implementation of the ESMS steps for impact assessment, consultation, monitoring, and reporting was less documented than the other steps for screening and categorization in the initial environmental examination (IEE) and safeguard monitoring reports. The COVID-19 health and safety plan was prepared during project implementation, but the ESMS template was not updated to include the plan.

While face to face communication would have been better in certain cases, adaptation to pandemic restrictions by adopting new ways of working in addition to being agile and flexible proved adequate and strong enough to successfully implement projects during the pandemic. The program was implemented during a very challenging period when the pandemic was just reaching its peak, the health situation was deteriorating globally, and lockdown measures were being intensified.

Additional ADB support for safeguard implementation should be anticipated for future projects in which the executing and imoplagencies have no prior experience in ESMS. ADB environmental safeguard support was comprehensive for project preparation but less so for project implementation. This was due to a range of factors, which contributed to reduced guidance for the review of subproject safeguard categorization, draft safeguard documents, and support for the implementing agencies.
