Utilization of the same consultant team in supporting processing of a number of maritime projects enabled an efficient means of transferring knowledge on common challenges, such as incorporation of best practices on climate change and disaster resilience into project design. The TA facilitated policy dialogue amongst the DMCs, leading to development of several projects that were incorporated in the respective country partnership strategies.

The TA project was consistent with ADB’s country operations business plan (2015–2017) and government’s Sixth Five-Year Plan (2011–2015). However, on the design part, the TA project could have assessed the feasibility of the scope before their inclusion in the TA output, such as the possibility of the solar irrigation pumps. Such due diligence could have avoided changes in the output 1 activities during the implementation period. Output 5: inventory of mini-grid sites could have been linked to the ensuing project. The TA lacked the social mobilization, training and start up support.

The TA showed the importance of formulating an outcome that is the direct and immediate result of the project outputs. Government acceptance at a fairly distant date of the project’s policy recommendations as an indicator of outcome achievement was over ambitious, and the outcome itself of actual improvement of the public sector compensation system was dependent on many (often political) factors far beyond the control of an ADB TA.

Road safety requires a multi-disciplinary approach so actions on road safety needs to be taken at country level considering different approaches. Accordingly, the follow up TA (TA 9754: Central Asia Regional Economic Cooperation: Knowledge Sharing and Services in Transport and Transport Facilitation Phase 2) includes more national capacity development events to support DMCs was established and became an integral block of this program.

The training focusing on road safety engineering was aligned to ADB’s operations which led integration of road safety evaluation tools into CAREC road projects and consideration of road safety in the projects. The workshops featured practical trainings in blackspot investigation and road safety audit which was designed to assist road agencies in CAREC countries in providing safer roads.

The TA addressed the significant complexity and highly dynamic evolution of the external climate finance landscape and mechanisms such as the GCF, and the challenges and barriers faced by DMCs to identify and develop priority projects which deliver against national climate and development priorities as well as the investment criteria of external climate finance providers. Overall, there remains a strong rationale for ADB to step up innovative approaches in climate finance, and support to DMCs for accessing climate finance both from its own as well as external climate finance sources.
