The cofinancers made the resources available to ADB immediately after approval of the TA. The cofinanciers monitored the progress from time to time. The regional TA financing was by JFPR. Japanese visibility was ensured through sharing Japan’s rich experience in customs modernization. Japanese resource persons presented at the workshops/events where Japanese organizations were engaged. These largely contributed to the success of the TA in achieving its intended outcome and outputs. The TA had close coordination and partnership with technical experts from relevant units of the WCO.

The TA used two NGOs––the Karachi-based Aga Khan University Institute for Educational Development, and the Lahore-based Institute of Development and Economic Alternatives––to (i) organize and host workshops to solicit the views of sector stakeholders, and (ii) undertake peer review of the sector assessments produced under the TA.

ADB recognizes the need to leverage strategic knowledge partnerships for learning, capacity building, and innovation. It is particularly so in the areas of emerging technologies. The knowledge partnerships have been leveraged to tap into the expertise, resources, and networks of these organizations. For example, ADB joined the Global Partnership Network on Identification and jointly endorsed the Declaration of Common Principles on Identification for Sustainable Development on 11 January 2017.
