The allowable size of civil works contracts should consider contractor technical and financial capacity, geographic proximity of the projects and ease of supervision by the implementing agency. While a smaller contract size encourages competition and hypothetically lower prices, this may discourage technically and financially capable contractors from participating. This may also result in poor quality of work that would require more frequent supervisory visits and rectification.
