Capacity training of individuals as a strategy for change needs to be carefully balanced against other modalities. In this TA’s case, capacity development activities would likely have short-term benefits for the individual participants, as well as for the projects in which those individuals work. However, the TA missed an opportunity to incorporate other project modalities, such as explicitly supporting policy change, when it was already understood that the regulatory framework was an ongoing constraint to improved ODA management.
