Careful attention to conceptualization of knowledge products, and measures to ensure their quality and utilization are important elements of effectiveness in building institutional and regulatory reform in sectors that are being targeted for the first time. In this case, a series of small TAs, building upon each other to build the policy framework and advisory elements in a structured and sequential manner was appropriate.
