The TCR noted that the approach of aligning with existing collaborative partnerships, and of building on similar initiatives, contributed to successful implementation. In fact, this is standard practice for ADB’s engagement with DMCs due to its official bearings. Instead, the TCR could have drawn out a lesson on how this was specific to a regional TA.
