Trainings and in-person support are needed to strengthen financial management performance and full compliance, especially in cases where the government agencies are handling ADB projects for the first-time. As the first ADB project the Secretariat of State for Vocational Training and Employment (SEFOPE) oversaw, more thorough trainings and in-person support could have strengthened financial management performance and full compliance with the grant covenants. For future projects in the sector, an ADB financial management staff member should be included as part of the implementation team to monitor and give support to the project team lead as well as executing and implementing agencies. ADB also needs to review existing government mechanisms and the appropriate procedures for transferring funds back to ADB to ensure a smoother financial closing.
