Project experience demonstrates that it is possible to improve natural resource-based livelihoods in a decentralization context, but that doing so is institutionally complex. More in-depth institutional analysis at all levels (e.g., regarding ownership by executing and implementing agencies, the commitment to basin-wide planning, the role of coordinating institutions, and the capacity development needs of communal service providers) could have overcome some of the problems encountered during implementation, and this is an essential design requirement for any future development interventions of this kind in the Tonle Sap.
