Sustained engagement is critical for the successful completion of reform programs. This program benefited from the government’s strong ownership of sector reform. However, it also made the reform program susceptible to changes in policy directions and strategies, especially with changes in political leadership. As an example, renewable energy tariff mechanisms changed multiple times during the program period. Although some of the changes were not fully aligned with ADB’s prior recommendations, ADB continued to engage with the government throughout the program period to provide technical support. This allowed ADB to respond quickly once the new renewable energy presidential regulation was issued in 2022 and complete subprogram 3. Moreover, this long-term and continued engagement was key for ADB to take a leading role in partnering with the government in developing and launching energy transition mechanism (ETM) initiatives as well as in supporting the government to kick start intensive activities for the Just Energy Transition Partnership (JETP).
