Labor market activation programs, while effective in addressing specific constraints, are not a substitute for sound education policy, quality primary and secondary education, and tertiary education that is both relevant and effective. It is much more difficult to develop, standardize, launch, and institutionalize labor market activation programs as compared to improving the existing education system which already has a nationwide capacity and reach. In this case, the program was designed specifically to reach the hard to reach and was backstopped by a broader education reform agenda
