Lesson
Political instability and security issues have a significant impact on project implementation and the ability to meet timeframes. These and other external factors need to be considered during the design stage especially to map out more realistic and achievable timeframes. Risk mitigation measures should be agreed upon with participating countries during project appraisal.

Lesson
The country’s restructuring affected GESI institutional structure adopted through GESI operational guidelines and requires revision of GESI operational guideline to align with federal structure. Although MOUD has instituted GESI operationally, other structures do not exist after restructuring of MOUD and its department to align with the country’s new federal structure.
