It is particularly important for complex sector development programs to (i) better plan the completion timeline, (ii) avoid linking performance indicators to multiple targets, and (iii) include in the project scope components that will address major beneficiary needs (house service connections in this program) that would enhance program relevance. The weak institutional capacity of implementing agencies and water source sustainability affected the project’s effectiveness and sustainability. The gender equality and social inclusion design could also have been better aligned.

Programs such as this should take a holistic approach to measuring and abating air pollution. Although substantial progress has been made, longer-term policy measures to address the ongoing air quality issue in Mongolia are still needed The increased concentrations of sulfur dioxide and nitrogen dioxide show shortcomings in the program’s overall achievements, along with the concentrations of small particulate matter which remain above World Health Organization’s guidelines, necessitating more policy actions.

Publication of air quality should be institutionalized to provide a feedback loop to policy makers and to empower the public to assess overall progress. ADB’s participation in the longer-term framework for air pollution abatement will reinforce the feedback and will be an instrument to provide additional assistance that will ensure the continued air pollution reduction in Ulaanbaatar and other urban areas in Mongolia.

ADB had gained experience in Pakistan’s municipal services sector and these were recorded in past PCRs and country assistance program evaluations. Except for the successful Punjab Community Water Supply and Sanitation Project, available PCRs rated ADB’s interventions less than successful, including the recent experience with the Megacity Development Project in the Sindh province (footnote 28). Lessons from these experiences could have been applied to the design of this MFF.

The RRP outlined that one of the program outputs was the establishment of the policy and legal framework to enable the provision of sustainable and efficient water and sewerage services, including allowing for outsourcing of the management function to a private company. Examples of merged power and water utilities and private sector-run water utilities include the UNELCO Engie in Vanuatu and the American Samoa Power Authority (footnote 9). These types of viable utility options need to be considered during the appraisal of similar programs.
