An off-site sanitation system with a broad coverage area is feasible in Indonesia and may be scaled up to support national sanitation targets. The project, under the Yogyakarta subproject, was to able to successfully operate an off-site sanitation system covering all the administrative areas of the city and the districts of Sleman and Bantul. Against the 14,700 targeted additional sewer connections, it completed 17,880 connections or 121.63% of the target.

Close collaboration between key government agencies and the local community enables adequate operation and maintenance (O&M) of project facilities through community-based activities. Sanitasi Berbasis Masyarakat (community-based sanitation), being one of the national programs implemented by the water supply and environmental sanitation working group established by Indonesia’s National Development Planning Agency in 2013, made it easier for the project to mobilize the communities to participate during the design and implementation stages.

In relation to public health, the effectiveness of the government’s initial response to the pandemic was limited by conflicting approaches. The lack of coordination within government; as evidenced particularly by conflicting public messages around social distancing especially in the early stages of the pandemic. These coordination issues were more apparent in the vertical relations between tiers of government than at inter-ministerial levels.

Proper handover of project responsibilities and documents will prevent staff turnover from negatively impacting project implementation and documentation. Staff turnover at the executing and implementing agencies caused implementation delays and loss of institutional memory. The executing agency was not able to prepare the project completion report because staff could not recall or find information related to the original project. The unintended consequences would have been prevented by proper handover of documents and responsibilities.

Bolstered by strong partnership with and regular involvement and oversight from ADB, the executing agency and the project implementation unit’s professional and technical staff would have contributed to the delivery of the intended outcome and outputs. Professional and technical support was particularly important as the municipality of Ulaanbaatar MUB lack in capacity to effectively manage and coordinate the program.

A holistic approach, which can lead to overambitious scope and targets, needs to be carefully weighed during the project design stage. This program and its numerous outputs adopted a holistic approach, which might now seem overly ambitious, particularly for the first urban transport undertaking in Ulaanbaatar. A phased approach could have been considered to focus resources on clearly identified priorities and to develop capacity.

Basic governance and project management capacity are needed for the success of institutional development projects. This first loan to a state-owned enterprise in Mongolia has demonstrated several lessons. First, having a stable and consistent governance in place within the executing agency is critical prior to pursuing reforms. Second, clarity in the legal status of the implementing agency and the applicable rules and regulations would help mitigate political risks.
