EAs/IAs and supreme audit institutions (SAIs) have expressed a substantial demand for capacity development initiatives focused on financial reporting and auditing practices. Increased and more frequent collaborative engagement with SAIs and private auditing firms would facilitate the prioritization of limited TA resources, allowing them to be strategically allocated to address the most critical capacity gaps. EAs/IAs staff training need to continuously focus on timely financial reporting and audit and comprehensive coverage of all project expenditures until financial closing.

Long-term sustainability is critical for quality assurance programs to have a lasting and meaningful impact. This needs to be considered in the design of future similar TA, learning from this TA's experience. The TA's limited implementation period contrasts with private auditor quality assurance programsm which are regular, continuous, and long-term and require methodological and financial support to sustain momentum and achieve meaningful results.

Deep diagnostic work, extensive technical assistance (TA), and evidence-based policy dialogue benefit the design and implementation of public sector management reform program. ADB has ensured continuity in policy reform efforts through programmatic policy-based lending (PBL) modality. Through this and other PBL programs, it has been very effective in engaging in high-level dialogue for upstream and mid-term support. PBLs are even more important now at other partners (such as the World Bank) are no longer providing general budget support.

Public sector management reform programs have the potential and can be designed to support the government in staying on the reform course despite challenges. A lack of fiscal buffers and effective social protection systems exacerbated the economy’s vulnerability to the COVID-19 pandemic.This program has successfully supported the government in hanging on to the reform process despite these challenges.

The crisis presented an opportunity for promoting and institutionalizing gender equality, which the program has successfully harnessed.The program featured strong gender equality actions that helped significantly to promote gender empowerment and ensure its formalization in the government’s policy agenda. ADB has become more proactive in handling crises and providing support to its developing member countries (DMCs) by delivering emergency assistance. The process was defined further after the COVID-19 pandemic, allowing governments of DMCs to access and implement emergency programs smoothly and allowing ADB to provide resources more effectively and efficiently. The monitoring and reporting mechanism employed for collecting data was also streamlined and became more user-friendly after the experience with the COVID-19 Pandemic Response Option.

It is important to tailor impact indicators to what the project can realistically achieve in relation to wider development goals. Two project impacts selected at inception—(i) an increase in per capita electricity consumption from 2,000 kWh (2013) to 3,000 (2023), and (ii) an increase in annual electricity supply from 6,300 GWh (2013) to 15,000 (2023) cannot be linked directly to an increase in substation capacity and SCADA expansion. As such, no reliable assessment can be made on the project's accomplishment relative to these indicators.
