For TA requiring knowledge product publication, the Department of Communication and Knowledge Management, ADB needs to be consulted early in TA implementation. This would have helped prevent TA implementation period to be extended by 8 months partly to ensure the quality of the knowledge product.

While customized, survey-based performance targets can be useful, they should not account for the bulk of the targets such that the overall outcome of the program depends simply on one’s ability to replicate the survey. In this case, 4 of 6 outcome targets were generated by custom surveys which, for reasons unknown, could not be replicated. Also, proxy data could not be located for three of the targets. Thus, the program’s effectiveness, despite evidence to the contrary, was compromised simply by a lack of data and an inability to confirm progress.

The Pantawid Pamilyang Pilipino Program (4Ps) program did not increase the number of children fully immunized before 1 year of age or collect complete data during the impact evaluation rounds on the share of beneficiary children aged 6–14 years of age who were working. It is recommended that future support to the 4Ps program include technical assistance to support the government to identify key issues preventing immunization before 1 year of age and ensure robust M&E of children’s attendance in school and participation in work and labor activities.

While gender data was available in major programs like the Emergency Subsidy Program, such data was unavailable for others. Of the six outputs in the gender monitoring matrix, two were not achieved as the following data were unavailable: (i) the number of micro, small, and medium enterprise beneficiaries under the small business wage subsidy program and those registered to women; and (ii) thenumber of micro, small, and medium enterprises that benefited from tax relief and those registered to women
