As the sector continues to grow and ADB funding is limited, TA and strong development partner coordination are essential to ensure financial resources are strategically targeted, to avoid overlapping or overcrowding of assistance in particular areas at the expense of others.

Unsynchronized consultant recruitment, procurement of goods, and facility upgrades could create inefficiencies and lead to a wastage of time and resources and delayed delivery of project benefits. While overall the project proceeded smoothly, it encountered some challenges that offer valuable lessons to future projects. First, as the timing of consultant inputs and procurement of laboratory facilities and equipment were not synchronized, i.e., consultants would arrive early while facilities were not yet ready, less-than-efficient inputs were obtained.

Appropriate estimation of project costs, including contingencies, at appraisal helps in reducing the cost overrun during implementation that could have serious implications on project implementation, given limited funding resources. For instance, a more rigorous consideration of design, including alternative designs and least-cost options, are important to help improve a project’s financial planning and accuracy of cost estimates.
