It is very important to reach consensus on TA design and planning between ADB and the EA for the TA. Considering that the draft concept paper submitted by the EA was too broad and comprehensive to be undertaken, the resident mission suggested the TA should focus on one or two areas to be reformed urgently. After several rounds of discussion, consensus was reached on the TA design and planning.

The TA implementation was administered and coordinated by ADB PRC Resident Mission Economics Unit through a One ADB approach, ensuring the efficiency and timeliness in conducting key activities. However, no MOF officials could attend the training seminar organized by the SDCC as it was arranged during the Chinese Spring Festival. Instead, the TA team leader participated in the seminar and shared the training materials with the EA. Moreover, the final report dissemination press conference was cancelled as the EA considered the TA’s topic too sensitive.
