Strong government ownership is critical to the successful construction of the project and important to facilitate effective implementation and delivery of development results in ADB-financed projects. The Dagushan Hydropower Company (DHC) was consistently proactive and took initiative in solving problems, including the provision of design documents, timely delivery of equipment, approach to dealing with issues, and other areas. DHC's initiative guaranteed appropriate procedures and timely action for key tasks.
