Lack of these could cause delays, i.e., this project encountered a delay of over 2 years in finalizing the detailed design for the major civil works contracts and delays in procurement. Furthermore, inclusion of additional scope of works and delays in land acquisition and resettlement plans, and COVID-19 impacts hindered timely implementation.

A geo-fabric reinforced seal could be replicated to provide more robust waterproofing and as a strain-alleviating membrane for treating road surface cracks. The geo-fabric reinforced seal installed for a 500 m length of the project road on a pilot basis proved to be an effective spray sealing technique for treating badly cracked and distressed pavements, particularly where crack movements are slow.

Initial implementation progress under this project was mixed: while output 2 was progressing according to schedule, outputs 1 and 3 were not. At ADB's instance, the implementing agency (IA), the Baise University instituted reforms in the implementation arrangements, with the Vice President of the university replacing the project leading groups.

Efforts to train EAS and IAs in ADB procurement procedures will do little in developing institutional procurement capacity with the persistence of staff turnover in these agencies. In this project, frequent turnover of key staff members prevented the training from reaching all those responsible for developing requests for proposals, formulating evaluation criteria, and reviewing bids against the criteria. Consequently, procurement capacity remained low.

The project observed a shift in the demographics of teachers, with an increase in non-minority teachers and a decrease in minority teachers. This shift can be attributed to local wage disparities, which incentivize local women, including ethnic minorities, to seek employment opportunities in higher-paying regions such as Nanning and Guangdong.

During project implementation, many employment positions were created, primarily benefiting ethnic minorities, including minority women. While these opportunities were valuable, experience from the project highlighted the need for employability training and support to these groups.

It is a good practice to provide relevant macroeconomic data to highlight the significance of environmental improvements. In the case of this project, the generation of secondary macroeconomic data, at the very least, could have strengthened the preliminary assessment of the project’s development impact. In discussing impacts of climate mitigation project and the co-benefits of air pollution reduction, it would be worthwhile to link these up with macro data.
