It will be advisable to nominate alternate participants to training activities in the future. One of the TA’s capacity building activities created an opportunity for two representatives from Kazakhstan to participate in the road maintenance training organized by the Japan International Cooperation Agency. Unfortunately, only one of the nominees was able to participate because personal circumstances prevented the other nominee to travel. The unoptimal use of future opportunities may be prevented by naming alternate participants to future training activities.

More frequent and direct in-person contact with the executing agency is advisable for future similar endeavors. Despite the adverse work circumstances created by the COVID-19 pandemic, the performance of the consulting firm and its experts was satisfactory. The project team als administered the TA satisfactorily. Nonetheless more frequent, person-to-person interaction is advised in future similar TA.

Close engagement with government agencies is essential and so is partnership with subregional governmental cooperation organizations such as the Association of Southeast Asian Nations (ASEAN). The TA was initiated to assist DMCs’ aviation sector recovery from the global crisis. Due to the urgent need, there was inadequate engagement with stakeholders during the design and planning phase. Specifically, there was less public sector involvement compared to private sector.

Effective and efficient implementation of large-scale land acquisition and resettlement activities depends largely on strong political will and commitment at all levels of the government. Local communities, particularly affected households, must be engaged and their concerns should be adequately factored in by project design.

Actively engaging key government agencies can provide the much-needed oversight and intervention to facilitate the timely and effective resolution of design and implementation issues emerging from project implementation, especially those that ADB will have extremely limited control over. The borrower and executing agencies coordinated with security forces to grant consultants’ permission to enter army-controlled areas, ensure their security and safety, and arrange basic facilities for them. Such facilitation minimized delay in preparatory work.

A clear sector assessment and plan can strategically enhance the effectiveness and sustainability of sector investments. The sustained government plan of the Prime Minister’s Rural Road Program (PMGSY) provided a strong foundation for the sector to have a clear set of subprojects and financing commitments from the government. In addition, its priority to operate and manage these roads sustainably led to a more relevant design focused on the non-physical component of investments—road management, road audit, and road safety.
