The State Statistical Committee (SSC) has numerous macroeconomic indicators on its website. However, in most cases, very recent data are missing. International organizations such as ADB, the IMF and the World Bank release forecasts of macroeconomic indicators for upcoming years, and SSC should consider following the same approach.

Accessibility of healthcare data in Azerbaijan needs to be improved. Reports from the Ministry of Health Care are not publicly available on its website. In addition, the State Agency for Mandatory Health Insurance considers healthcare information to be highly sensitive. Accordingly, this information is not contained on its website. Information related to daily coronavirus infections and vaccinations was released publicly. It would be useful for the agency to disseminate gender, age, and region-disaggregated information to the public.

Given the breadth of the program, the DMF should have included at least one indicator for each reform area to better monitor the outcome and long-term impact of key policy actions. Although three new outcome Indicators were included in subprogram 3, these mainly covered financial inclusion and nonperforming loans.

The design and monitoring framework (DMF) should be reviewed and updated as necessary during implementation to ensure continued alignment with other aspects of the program. The outcome and output indicators in the program DMF had been developed at appraisal for achievement over a relatively short period of 24 months. However, when program implementation was extended by 23 months to November 2019, an opportunity was missed to update the targeted dates for the indicators, which were measured about 1 year after the extended program completion date.

This is a useful lesson learned but it is phrased as a recommendation. Rephrasing it into a lesson learned: When TA projects in the finance sector focus on specific subsectors or pecific themes, it allows for a comprehensive diagnostic assessment with adequate resources to address the biggest constraints in the sector or area. A more focused approach also allows the government to design and implement sequenced eforms in a sector.
