Future thinking and foresight is a specialized expertise. It is crucial to identify and engage consultants with proven experience to ensure they can provide the necessary guidance and insights. It is also a new approach for ADB and thus, clear onboarding, communication, and setting expectations for both Staff and consultants who were critiical to the success of the TA.

Engaging an international firm with extensive experience proved to be the best option for this TA which focused on a complex and highly specialized topic. Nevertheless,there will always be an indispensable need for national perspectives and experiences, best provided by national consultants, to inform and be considered in TA analyses and recommendations. Future TA could benefit from increased engagement with local experts, either as individual consultants or as subcontracted members of international consulting firms or TA implementation teams.

Establishing robust partnerships with country teams in resident missions is essential for designing capacity-building initiatives with DMCs and for generating buy-in to new approaches to engage with DMCs. ADB can use future thinking and foresight to engage with DMC agencies to develop interdisciplinary scenarios relevant to futures planning. The futures scenarios enable conversations beyond the most preferred futures which are normally described in national development plans.

Hands-on involvement of ADB Staff in the conduct of capacity building workshops and documentation allows for rapid learning and upscaling of new technologies being introduced and further developed. EAs/IAs and supreme audit institutions (SAIs) have expressed a substantial demand for capacity development initiatives focused on financial reporting and auditing practices. Increased and more frequent collaborative engagement with SAIs and private auditing firms would facilitate the prioritization of limited TA resources, allowing them to be strategically allocated to address the most critical capacity gaps. EAs/IAs staff training need to continuously focus on timely financial reporting and audit and comprehensive coverage of all project expenditures until financial closing.
