Additional measures are necessary for the government securities market to stimulate demand from both retail and institutional investors. The program had several supply-based reforms, particularly around the primary dealer system and government bonds; however, turnover velocity was below the target, particularly for the secondary market relating to government securities. This would suggest that additional demand-based measures are as of December 2023 required for the government securities market to stimulate demand from both retail and institutional investors.

It might be useful to develop a climate finance strategy for the state-owned enterprises(SOE) sector, building on the experience and lessons from this program's. Assessment of the fiscal risks associated with climate change was incorporated into subprogram 2. This highlights the significant role SOEs can play in addressing climate change impacts and supporting the countries climate obligations. Given this, it might be useful to establish a climate finance strategy for the SOE sector, building on the experience and lessons from this program.

Increasing disaster risk financing (DRF) in participating DMCs is critical to reduce negative impacts on lives, livelihoods, and economic and fiscal outcomes. The program contributed to significantly higher pre-disaster financing, helping to partially fill gaps following a disaster event. Three aspects could be further explored. First, CDF was created for medium-scale disaster events that occur about every 3–10 years, whereas, in practice, qualifying events in the Pacific have occurred with greater frequency and led to higher levels of damages in certain countries.

Staffing and consultant resources for country engagement as well as technical assistance (TA) appear still limited relative to the number of countries and the program scope. ADB’s role in coordinating and systematically addressing DRM has been strengthened through the program. The attached TA has been playing a growing role in boosting ADB capacity (including for knowledge building and sharing), and the overlap and continuity of the new TA attached to the program’s fourth phase approved in 2023 is positive.

Government’s effective and responsive implementation of the program and use of funds highlighted the importance of being able to adjust allocations as demanded by the crisis. The government successfully utilized its ADB countercyclical loan to support its relief and stimulus program under its two pandemic emergency decrees and funds (FY2020 and FY2021). In particular; the Cabinet responded rapidly to the successive waves of COVID-19; allocating and reallocating budgets to work plans and projects where they were most needed at any one time.

Widespread assistance from development partners (DPs) in times of crisis could lead to fiscal expansion and unsustainable expenditures that require subsequent downward adjustments. The inflow of DP assistance to support the Republic of Marshall Islands’ (RMI) COVID-19 response plan has masked its structural fiscal deficit and led to expenditures that were unsustainable and needed to be adjusted afterwards. With the pandemic winding down, it has become most important for the country to heed the EconMAP’s recommendation for it take steps to address this fiscal deficit.

Validity of design was built with the project team responding to the request of the PRC government and aligning the project inputs to their declared priorities of reforms in three areas, namely budget management, tax reforms, and intergovernmental fiscal transfers. The TA design and planning elements contributed in large measure to the project’s enhanced efficiency. Project ownership was ensured with the TA’s demand-driven design at commencement. However, this was only evident in knowledge production, but fell short in the area of capacity-building development.
