It is imperative for SOEs to develop good corporate governance and maintain an arm's length relationship with government, regardless of whether it is a commercial or noncommercial SOE. Some of the policy actions under this program were designed to improve the government's performance of its SOE ownership function. However, in addition to these policy actions, it is imperative for SOEs to proactively promote good corporate governance and develop functional autonomy from the government.

The TA addressed the significant complexity and highly dynamic evolution of the external climate finance landscape and mechanisms such as the GCF, and the challenges and barriers faced by DMCs to identify and develop priority projects which deliver against national climate and development priorities as well as the investment criteria of external climate finance providers. Overall, there remains a strong rationale for ADB to step up innovative approaches in climate finance, and support to DMCs for accessing climate finance both from its own as well as external climate finance sources.

Considering that the draft concept paper submitted by the EA was too broad and comprehensive to be undertaken, the resident mission suggested the TA should focus on one or two areas to be reformed urgently. After several rounds of discussion, consensus was reached on the TA design and planning.
