Lesson
This is a description, not a lesson for a future TA project. The change in scope dropped tasks connected with project preparation, so the likelihood of matching the ambition of the outcome was not realistic. This validation offers the following lesson: It is important to match the ambition of TA project objectives with resources available and borrower capacity. ADB’s value added is in the dialogue and the provision of independent recommendations, based on best practices, which raises the capacity of clients.

Lesson
The ambitious outcome of the TA would have been achieved if it has been followed by an ensuing investment project as planned. Huge investment gap remains. ADB stands ready to support the government in finding an alternative solution, whatever financing modality will eventually be preferred by the Borrower.
