There was a significant cost increase in land acquisition and resettlement due to changes in the project scope and additional land acquisition that needed to be undertaken because of the complex geological conditions in some sites resulting in increased civil works costs in some packages.

The change in scope dropped tasks connected with project preparation, so the likelihood of matching the ambition of the outcome was not realistic. This validation offers the following lesson: It is important to match the ambition of TA project objectives with resources available and borrower capacity. ADB’s value added is in the dialogue and the provision of independent recommendations, based on best practices, which raises the capacity of clients.

At TA design and planning stage, it is important to know all the recent and planned activities of other donors on the TA’s subject to prevent duplication of activities. During the TA’s implementation, it became known that “…Danida had already financed the activities leading to the achievement of an NRW reduction methodology and procedures defined and adopted by the MOC by 2015.”

Careful selection and timely update of DMF indicators are crucial, along with a better understanding of the clients and their likely needs. The TA was designed to improve the institutional framework of water supply services through improving business practices of selected WSCs. The critical challenge was that the TA aimed to support the sector reform process in the middle of its transition. Considering the uncertainties of the reform, the TA outcome of supporting the country’s water sector through directly improving WSCs’ business practices was a logical and reasonable approach.

The DOE’s TA proposal for strengthening monitoring and enforcement in the Meghna River was consistent with Country Partnership Strategy 2011–2015 for urban sector program on expanding access to clean water supply in Dhaka. While the design was technically sound, the TA could have been considered for 5 years as the intended objective was to support the Loan 3051/8292-BAN to keep an oversight on the source water quality and to be able to continue the policy dialogue with the government.
