The imposition of sewerage tariffs needs to be carefully thought out and based on a thorough study, as these could discourage low-income households from connecting to new sanitation services. Sewerage tariffs were proposed based on the “user pays” principle as one of two means to increase resources for the operation and maintenance of project facilities. However, sanitation services are overall viewed as a public good not suited to the "user pays" principle. Moreover, given the dire pre- project sanitation situation in South Tarawa, the principle may not work.

This lesson, arising from a similar project in Nepal, was heeded by the tranche 1 project that lowered the job placement target from 70% to 60% to ensure that the training providers do not to lose their focus on job placement.

With climate change exerting new and increasing demands on road and bridge networks, future economic analyses for transport projects should take a broader perspective in calculating economic benefits. The economic analysis for this project compared with-project and without-project scenarios to derive its economic benefits. The definition of the with-project scenario assumed time and vehicle operating cost savings from less traffic congestion and improved traffic flow. The benefits from less congestion accounted for 93% of the total net benefits.
