Results-based lending (RBL) is well suited if it is embedded in a wider government-owned and led program. It can be an effective modality for achieving both physical outputs and nonphysical goals. It can also make changes in national policies that go beyond the project’s physical scope. The climate risk assessments, procurement processes, and beneficiary selection criteria used in this program were also applied in non-ADB financed provinces. The instructions issued and policies adopted by the government were “national”in nature and impact.

Focusing projects on a few, contiguous areas can facilitate cross-learning thereby improving implementation and heightening impacts. The project was implemented in four aimag centers selected by the executing agency which are not geographically close. It could have been more beneficial if the project were implemented in neighboring aimags to allow the beneficiaries to learn from one another and observe spillover effects of project activities.

The choice of a multifinancing facility (MFF)\ as the financing modality for a proposed investment needs to be adequately justified, with due consideration of the fulfillment of preconditions, scope of tranches, and the extent to which an MFF would generate potential value addition in terms of efficiency, portfolio performance, and development results as compared to standalone project-based loans.

To help deal with the complexities of land acquisition and meet ADB’s safeguard requirement of payment before construction, linear greenfield projects such as M–4 should benefit from good practices learned in other projects involving multiple federal and provincial agencies in the land acquisition process. Future project designs could consider a pragmatic approach to the complexities of land acquisition and payment of compensation at the early stages of land acquisition, specifically at the time the executing agency is issued the notice to proceed.
