Focusing on downstream engagement in select areas through sector development programs and project investments could help unlock structural bottlenecks in service delivery at the local level. This would require follow-on collaboration with various sector teams, such as in agriculture, trade, information technology, health, education, energy, urban, and climate solutions. In other words, building on policies, laws, and institutional capacity to improve service delivery and overall client experience. The program series made a start by including reform actions in the policy matrix and post-program engagement framework (PPEF) to provide the platform for cross-sectoral collaboration between ADB’s public sector management and agriculture and natural resources divisions. Unfortunately, this interest could not be sustained given the change in the government’s priorities. However, it provides an existing model and exciting opportunity for the government and ADB particularly given the onset of the new operating model.
