Post-TA financial resources should be sought and considered in order to implement the recommendations made, based on the in-depth diagnostic studies completed for Nepal and Cambodia under the TA. These recommendations will require financial contributions for the effective implementation of an adapted, coherent, transparent, and equitable property tax for all. Particularly IT systems, such as a computerized mass appraisal system or an integrated land information system, together with digitalization of large data (cadastral, registry and tax), will require a very significant investment of over $50 million. Cofinancing or grants will help governments secure these systems. Recommendation: Studies should include cost estimates or projected costs to give governments and development partners a clear idea of the financing needed to implement such recommendations.
