The absence of international joint venture partners in implementation of international competitive bidding (ICB) contracts awarded to joint ventures was observed during project implementation. In all cases, it was clear that the local contractors had applied for prequalification and submitted bids in joint venture with a foreign partner simply to meet the pre-qualification and post-qualification requirements. This defeated one of the main purposes of a joint venture, which is for the local contractor and, ultimately the client, to benefit from the experience, expertise, capability, and resources of an international foreign partner. To ensure involvement of all joint venture partners in contract implementation, it would be necessary to review the threshold for ICB and national competitive bidding (NCB) contracts for road construction works to have fair competition among the bidders.
