Continuous monitoring of training results and job placement is required to ensure the integrity of the training data provided. The online training management system (TMS) was set up to track large-scale training outputs from numerous training providers, which also became a basis of milestone payments. The Skills Development Coordination and Monitoring Unit (SDCMU) carried out several types of monitoring and verification activities. Rigorous monitoring and regular field checks were essential for the payment system based on milestone achievement, especially with respect to job placement. The field monitoring—undertaken by a team of quality assurance officers within the SDCMU as well as by an independent monitoring and evaluation team—was also critical in ensuring the quality of training being delivered and in assessing the accountability of industry associations in developing their respective training courses. The initial TMS was not perfect, but the system was improved and refined over time to ensure the integrity and reliability of the data. The TMS requires periodic checks and updates, including its system audits, which were carried out by the executing agency during subsequent tranches.
