These could build on close coordination and relationships developed by this project among CAREC countries, as well with DPs which the project team strengthened through regular communication and information exchange, and by inviting the DPs to TA workshops and consultation meetings.

The series of Power Sector Reform Roundtable co-organized by ADB, EBRD, and the World Bank starting in July 2019 provided a platform for this coordinated approach and later provided cofinancing opportunities for the organizers and other development partners.

Professional accounting organizations are reliable partners in initiatives to enhance the financial management capacity of DMCs. This TA benefited from an extensive network of partners from the DMCs and various Professional Accounting Organizations. This collaboration facilitated the gathering of substantive inputs localizing best international practices in auditor quality assurance programs, thereby improving the quality of the TA deliverables.

EAs/IAs and supreme audit institutions (SAIs) have expressed a substantial demand for capacity development initiatives focused on financial reporting and auditing practices. Increased and more frequent collaborative engagement with SAIs and private auditing firms would facilitate the prioritization of limited TA resources, allowing them to be strategically allocated to address the most critical capacity gaps. EAs/IAs staff training need to continuously focus on timely financial reporting and audit and comprehensive coverage of all project expenditures until financial closing.

Application of lessons from preceding similar projects and regional experience with institutional reforms strengthens the potential for success of projects. In this case, these lessons suggest that (i) strong government ownership is critical to achieving results; (ii) collaboration with development partners is essential to build consensus for reforms; (iii) continued long-term engagement on reforms, supported by investments, is necessary for sustainability; and (iv) monitoring and evaluation are needed for the effective continuation of reforms.
