EAs/IAs and supreme audit institutions (SAIs) have expressed a substantial demand for capacity development initiatives focused on financial reporting and auditing practices. Increased and more frequent collaborative engagement with SAIs and private auditing firms would facilitate the prioritization of limited TA resources, allowing them to be strategically allocated to address the most critical capacity gaps. EAs/IAs staff training need to continuously focus on timely financial reporting and audit and comprehensive coverage of all project expenditures until financial closing.

This needs to be considered in the design of future similar TA, learning from this TA's experience. Timely and appropriate changes in scope and reallocation of loan and grant proceeds responding to actual project needs emerging from implementation can help utilize available loan and grant resources in a more targeted and efficient manner to facilitate more activities and deliver more outputs. For example, responding to the government’s request relating to E35 contributed directly to developing an efficient and safer transport corridor between Islamabad, Faisalabad, and Multan for more connectivity between the various parts of the country.

To help deal with the complexities of land acquisition and meet ADB’s safeguard requirement of payment before construction, linear greenfield projects such as M–4 should benefit from good practices learned in other projects involving multiple federal and provincial agencies in the land acquisition process. Future project designs could consider a pragmatic approach to the complexities of land acquisition and payment of compensation at the early stages of land acquisition, specifically at the time the executing agency is issued the notice to proceed.
