EAs/IAs and supreme audit institutions (SAIs) have expressed a substantial demand for capacity development initiatives focused on financial reporting and auditing practices. Increased and more frequent collaborative engagement with SAIs and private auditing firms would facilitate the prioritization of limited TA resources, allowing them to be strategically allocated to address the most critical capacity gaps. EAs/IAs staff training need to continuously focus on timely financial reporting and audit and comprehensive coverage of all project expenditures until financial closing.

Long-term sustainability is critical for quality assurance programs to have a lasting and meaningful impact. This needs to be considered in the design of future similar TA, learning from this TA's experience. The TA's limited implementation period contrasts with private auditor quality assurance programsm which are regular, continuous, and long-term and require methodological and financial support to sustain momentum and achieve meaningful results.

This TA benefited from an extensive network of partners from the DMCs and various Professional Accounting Organizations. This collaboration facilitated the gathering of substantive inputs localizing best international practices in auditor quality assurance programs, thereby improving the quality of the TA deliverables.

The collection of sex-disaggregated data remains to be a challenge in Georgia and this needs greater attention in ensuing programs in the country. The collection of sex-disaggregated data to support CPRO design and implementation was challenging, hindered in some cases by the emergency situation, and in other instances, by the limitations in government databases. This highlights the need for ensuing programs to carefully evaluate and identify the appropriate gender indicators in ensuing programs.

Targeted and medium- to long-term assistance in key sectors is particularly critical for Georgia to sustainably recover from COVID-19 impacts. There is opportunity in crisis that, if taken advantage of expeditiously, can lead to significant beneficial measures. In the case of Georgia, the depth of the crisis that led ADB and other development partners (DPs) to offer a large rescue package illustrates what can be achieved under crisis situations.

The CPRO was a highly effective pandemic response and reform program, which ADB can build upon to help accelerate the structural reform process it has been supporting in Georgia. The CPRO provided Georgia with a useful and effective tool in addressing the COVID-19 pandemic. It was prepared with unprecedented speed and supported the priorities identified by the government in its COVID-19 response program.

The DMF was reasonably well-designed and the performance indicators—with the exception of the initial program impact indicators—targets, and baseline data were precise and generally easily measurable. However, the PCR assessed the program against the DMF prepared for subprogram 3, which, like subprogram 2 had no indicators to measure impact, although these were included for subprogram 1.

Continuing TA support is required to ensure the sustainability of the program, especially to enhance domestic savings (output 3), and the increased mobilization of private resources focused on mobilizing private savings (output 4). Private savings through pensions and a more developed capital market will mobilize long-term finance. These reforms, however, are long-term in nature involving legislative changes and institutional strengthening.

The government’s strong capacity and diligent response enabled the quick and smooth processing of the program. The stakeholders met by the evaluation mission indicated that before the 2008 conflict Georgia’s economy was relatively well-managed by the government. The government had a good track record with development partners and this was instrumental in securing substantial support after the twin crises.

The quick response of the development partners and their good collaboration were vital to engaging the government. The 2008 conflict caused the development partners to engage collectively with the government in designing the crisis response and policy discussions. The NBG said this collective engagement encouraged the government to discuss the crisis response measures and policy actions seriously. As this was an emergency situation, the discussions, negotiations, approvals, and transfers happened quickly.

Under the program implementation arrangements, a regional TA was envisaged to help the government (and other countries in the region such as Armenia and Tajikistan) implement its crisis budget effectively by improving public expenditure monitoring and developing and maintaining sound audit trails. However, the regional TA was not implemented and the envisaged fiduciary arrangements were no longer monitored under the GRSP. Nevertheless, other development partners have taken related initiatives.

Continued engagement and reforms are necessary. For the envisaged impact to be fully achieved, the government should be encouraged to engage with ADB and other development partners. The IDP housing that the evaluation team visited was intact and in good condition, based on a cursory inspection. Schools, banks, and stores, among other support facilities, have since been established and appear to be functioning well. A more in-depth assessment of the resettlement sites would help to determine the overall success of the resettlement program.
